Memoranda of Understanding for the EEA FM and NFM in the 4th programme period (2021-2028)
The Memorandum of Understanding on the implementation of the European Economic Area Financial Mechanism 2021-2028 was concluded between the Slovak Republic, the Kingdom of Norway, Iceland and the Principality of Liechtenstein on 05.06.2025 and the Memorandum of Understanding on the implementation of the Norwegian Financial Mechanism 2021-2028 was concluded between the Slovak Republic and the Kingdom of Norway (hereinafter referred to as the “Memorandas”) also on 05.06.2025.
Memorandas are the starting document establishing the rights and obligations of the contracting parties in the implementation of the financial mechanisms. The text of the Memorandas is derived from the Regulation on the Implementation of the Norwegian Financial Mechanism 2021-2028 and the Regulation on the Implementation of the European Economic Area Financial Mechanism 2021-2028. Annex A of the Memoranda contains the organisational arrangements and Annex B of the Memoranda contains the agreed parameters for cooperation, including the thematic breakdown of the allocation to the programmes. The amount of the contribution from the European Economic Area Financial Mechanism is approximately EUR 60 million and the amount of the contribution from the Norwegian Financial Mechanism is approximately EUR 57.3 million. According to the Memorandas, the Slovak Republic will be obliged to finance the individual programmes at the rate of 15% of their total allocation.
The Ministry of Investment, Regional Development and Informatisation of the Slovak Republic proceeded with the negotiations in accordance with the mandate:
- it applied a centralised and unified approach and almost fully maintained the continuity of the bodies involved in the management and control system of the financial mechanisms in the previous programme period 2014-2021,
- the number of programmes was agreed at three and a high degree of continuity in the content of the programmes was applied,
- the National Focal Point has been established as the administrator of all programmes in order to optimise and consolidate the use of public funds.
The Memorandas are consistent with the foreign interests of the Slovak Republic, their wording is agreed in accordance with the approved mandate and they are drawn up in accordance with the national legislation of the Slovak Republic and the general principles of international law.
